What made it hard, really
The hardest part was not the pipeline. It was negotiating a single definition of 'site complete' across three accountable groups who each had a defensible version.
Risk controls
Privacy, security, data quality, model governance, resilience and human oversight were tested as acceptance criteria, with control owners named in the delivery plan and evidence retained for audit.
